I had to use Powershell and noticed the following exception on the SharePoint 2010 Management Shell console:

The local farm is not accessible. Cmdlets with FeatureDependencyId are not registered.
could not create a CmdletConfiguration for CmdletName Upgrade-Eportfolio, CmldetClass , CmdletHelpFile C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\CONFIG\PowerShell\Help\Eportfolio.Commands.PowerShell.help.xml.
Cannot process argument because the value of argument "implementingType" is null. Change the value of argument "implementingType" to a non-null value.

Solution:

This is a known issue of ePortfolio ver. 3.1.0.5 and can be solved by removing the following file from SharePoint hive:

C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\CONFIG\POWERSHELL\Registration\eportfoliocmdlets.xml
