I have created a certificate for the course. While creating a quiz, certificate drop down box still contain nothing.

There is difference between course certificate and quiz certificate. Course certificate can be created in the grade book tool and assigned for each student manually by teacher in the grade book. Quiz Certificate can be created in the Quiz tool and automatically given to the student who succeeded the quiz.
