How can I make an user an administrator for all courses under an organization and child organizations?

Problem:

Adding to “Course Administrators” group seems not working.

Solution:

The easiest way is to give the user Full control permissions for the web application (via Central Administration).

The other way is to create a .bat file that adds user as an admin to all needed site collections.
