What does "stsadm -o copyappbincontent" do

stsadm -o copyappbincontent:

1. Copies resource files from SharePoint hive to Global Resources folder of web application. 
2. Please, note that if you manually modify resource files straight in the Global Resources folder of web application (i.e. modification date of resources files will be newer than in SP hive) stsadm -o copyappbincontent will not copy resource files from SP hive to the Global Resources folder of web application.
3. Most changes in resource files will reflect in newly created site collections only.
